Specifically mentioning the 2024 election as the turning point is a clear sign that something is in the works.

This is referring to some future event that this thing is aware of and we aren't.

Nah man, this dudes a liability. They're not telling him shit. 2024 is just the next election. When it inevitably doesn't happen he'll say the same thing for 2026, then 2028 and every two years after that.
