I think he is simply wrong: children often do come up with ideas on a whim, stick to them for times ranging from minutes to years, and abandon them before turning 18. Thus they shouldn't be allowed to make permanent and generally harmful decisions for themselves.
So not "It's terrible" as Biden says. Protecting children is a good thing. Protecting children from their batshit crazy parents is a good thing.
