My first gut-reaction to this was "politicians SHOULD be scared of the media, and without the foreign subversion and bias that would be a good thing".
But upon reflection, I'm wondering if that whole idea was always a mistake? Has the self-appointed 4th Estate ever served society well? The government should be scared of the people. The people run the country. The media doesn't run the country. The media are not a proxy for the people, even though they pretend to be.
Firstly, it's really hard to look back at another time and place and figure out what's going on in their politics. Because think about how much disinformation goes around politically. It has always been thus, but you have less context for filtering information about a different society.
Was the 4th estate ever anything other than a subversion force by outsiders (I mean Guten-berg right?) ? it could work the way it's supposed to if not for tiny hat dominance. So I don't know. I'm not aware of a time. But one wonders about like ancient Rome.
