Countries are never very good at analyzing the second and third order effects of their actions, and when confronted with them it's easy to handwave them away because there isn't an indisputable direct correlation to that effect and what they did.

And as we see here some people are just fine with those consequences. They don't try to handwave them away, they take pride in the results. :)
