Bury any real reports with thousands of false ones aimed at minorities in power with the victim always a white man.

Selective enforcement means that any report that goes against a member of the party or one of their sacred cows will be ignored.

Ignored absolutely, but if they keep records up they'll have to either begin manually deleting records (which would break their own rules) or admit that the system is broken.
