NYS being so out-of-joint that it has two different files for the same business and never reconciles them is about as far as stupidity can go before it's indistinguishable from malice.
This kind of stuff just keeps happening to him, and the reason it keeps happening to him is because he keeps resisting and he keeps posting videos about the problems he encounters.
