The reason corrupt regimes puts weirdos in positions of power and influence (besides to demoralize normal people) is because no one will be more loyal to a corrupt regime than someone who knows that a healthy regime would immediately strip them of all power and influence.
Quite. And also people who would be unemployable under a normal regime. When you've trained hundreds of thousands of people who have no job skills at all, that is a very powerful lobby for the regime, because they know their livelihood depends on it in a way that yours does not.
