Tucker's people have to actually view the video at the Capitol, they didn't just hand over the tapes.
Presumably there's some legal reason or committee rules preventing a public release, like the government would have to review 41,000 hours for privacy, blur faces or whatever. And the department that does that would stonewall.
That makes a lot of sense. I don't agree they should have to do all that, but I can see how those concerns would hold things up. Hopefully they do just hand over the tapes eventually.

"The footage of the event that was hidden is being given to someone, and this footage of the event will help him in his mission to minimize the event," also "We were lying about everything, and you're trying to stop us, even though we've decided our lies are the Truth now."
Carlson has long denounced the efforts of the January 6 select committee in the House as “lies” and has referred to the riot at the Capitol which led to the deaths of several Capitol Police officers...

When Tucker actually starts talking about how he sees the world, I wouldn't call it based at all. He's actually a kind of old-style Industrialist.
He has no problem with an aristocracy of productive people that genuinely care for the cultural maintenance of America. He's actually the kind of guy that would have been (and probably is IRL) a huge supporter of Andrew Carnegie, John Rockefeller, and JP Morgan. He's very Gilded Age. His problem with the elites, isn't that they exist, it's that they do a completely shit job of being American elites. They could be building opera houses, museums, and controlling the economy for America's benefit; but instead they are degenerating culture and selling the country out from under us because they are Socialists.
And since he's more of an Industrialist, Gilded Age, Republican; he's a bit reactionary on some places; but he's not a kind of total anti-establishment libertarian. He wants better elites to run the Cathedral, and he wants the Cathedral's objectives to change.
Of all the people he could have given it to, Tucker is certainly one of the best, and not what I would have expected from McCarthy.
I would prefer for the hordes of weaponized autism to be granted access to ALL of the footage though. I want the psychos who figured out which random field Shia Labeouf’s “He will not divide us” flag was in just based on random airplanes flying by to get access to the footage.
