It's definitely Californian. Thier accent is mostly thier inability to do anything but use filler words and be obnoxious.

If you look at the dialogue play it’s exactly how women writers view “comedy” you have yass queen and the catty, stuck up “voice of reason” that is equally insufferable.

Hella is distinctly Nor Cal, nobody ever says that down here in So Cal.
