A review copy or possibly an airplay copy for a smaller radio station.
Reminds me of a music teacher I had. One of his friends or relatives worked at a radio station and he occasionally brought boxes of CDs that the station no longer needed to school and gave them away to students. Those CDs had similar labels on them.
Reviews or promotion I guess.

With LPs some state "DJ copy not for resale" on the dust sleeve for back when radios played LPs. I've got a couple, one Genesis and some other 70s group

Store copy. Used in promotions. Would play in stores to promote cd and players.
That image hit me with some serious nostalgia. I used to work on radio spots back in '07. I've seen a few CDs like that in my time.

Pretty neat thread, I love it when something like this pops up.
There is an identical notice on the back of the case as well.
The real question is: How did you not manage to make a better photo? Like, was it impossible to hold your phone any other way?
