Canada already solved this problem. Just expand healthcare to include killing people so you don't have to actually provide healthcare to them.
This is the unsustainable part of socialism, you will never meet demand, “immigration” has failed spectacularly to lower costs and bring skilled labor, so now euthanasia is the only solution.
