The thing is if it gets damaged it doesn't matter as they can just claim damages from the state, as it is part of the contract.
Many run down places that might need an update have used this to get a huge budget for renovations once the migrants leave.
Before housing the migrants and letting them destroy everything they might have only had the budget for interior redecoration, but after they will have the budget to update the furnace, perhaps new windows and insulation as well.
Seeing as this is a really old building, and the interior looked ok, they were probably bleeding cash due to the gas prices and the shoddy insulation of the building.
Combine this with the recession and the fact that no one can afford to stay there any longer they had little choice but to house the refugees or go bankrupt and have the council buy the estate on the cheap, who would house the refugees there no matter what.
