This might be the case that

1. He's forcing the hand with all the of bots to stamp out more of them

2. He's already got a replacement ready so succession is already established

3. Calculated troll, my guess without seeing the results is that with twitter more fun since he took over, regular people will side with him, the left leaning but know their audience isn't as left leaning may vote yes in secret so reduces their influence, He's already ditched a TON of bots thanks to the Trump vote and every Conservative, shitposter and content creator will side with him so this may be a play to make the establishment left even more isolated and alone.
