It certainly will, but its main purpose will be government control of spending. They mean this to replace cash entirely, and then they'll have control over who can access their money and what they can spend it on.
Buying your third soda of the week? Too much sugar, so the nanny state has decided you can't buy that. Oh you want a beer instead? We've determined your alcohol consumption is too high, so you can't have that either.
Why do you need all that gas? Planning a trip out of town? Well that's bad for the environment, so you can't have your gas.
You've already bought your 100 grams of red meat for the month, so it's plant based or bugs from now til the 30th.
Oh, you attended this protest against our digital currency policies? Well that makes you an undesirable, so no more money for you.
That's the future.
Don't forget "carbon credits" or whatever they might rename it to, in order to give the elites an out. They sure as hell aren't going to give up their private jets, but fuck the peasants if they want a vehicle that the government can't remotely hijack.
You see this is why can't have tiered citizenship even though it might be a solution to filter out all the drains and wasters from the voting pool.

Starship Troopers "Service guarantees citizenship" thing still makes more sense than universal suffrage. As is, it's just the parasites voting to drain the workers and tyranny of the majority. The problem is trying to figure out how the government can abuse it and how to prevent that too.
If I remember the book right (it's been a long time since I read it) this only formed after governments fell into chaos, the 'intellectuals' tried to rule but they were even worse so then the veterans of the military took over and basically said 'You're all shit at trying to provide order, we'll do it and only those that have been through the same shit as us can vote, everyone else just gets the same rights'
And it worked, that filter alone took out a majority if not all the timewasters. The only problem is that I think modern day governments are aware that if a military coup was bloodless, successful in providing security and rights of civilians and worked out economically, they're all fucked so have focused of subverting military leadership making the west a lot more vulnerable to OUTSIDE military threats...
Military was only one of the services possible. The book is set during war time though, so military is the one focused on.
The idea of the service is to set the requirements near the upper end of what someone was capable of to make everyone technically able to achieve citizenship, but most give up.
I think it's mentioned that a blind cripple might be able to get citizenship just by insisting hard enough if the government couldn't find something they were capable of.
The last thing governments want is for the people who care the most and depend on them the least to be the only ones who can vote.
