Why shouldn't they be taken for granted? Black people as a group don't actually vote much anyways; the precinct workers do.
They most definitely vote. Their vote is coordinated through the DNC's close relationship with black churches.
I'm guessing this is an attempt to increase black voter turn out. Looking at the data, it seems to have peaked in 2012.
They will have a hard time matching Obama numbers.
Black voters were one of the big reasons Bernie Sanders lost the primaries. The lesson the DNC likely took is that they are some of the most reliable loyalists so they want to use them as a safe guard against insurgent candidates gaining ground.
