That's another way of saying 'agent of globohomo'. I know it is, because it was what I called myself in my peak leftist years circa 2007.
A citizen of the world is a citizen of nowhere. A rootless international. A nation-defiling, blood sucking vampire. He comes, he exploits the local resources, and when the chips are down, he leaves everyone else to pick up the pieces.
A "citizen of the world" is either ignorant or evil.
A citizen of the USA is bound by the USA's laws and rules, no matter where they might be in the world. A citizen of the world... Are you bound by every nation's laws, even the contradictory ones? Or are you bound to no laws, a psychotic anarcho-capitalist? Because if you're adhering to the USA's laws, you're not a citizen of the world, just one nation in it and you want to imperially colonize the rest of it to suit your purposes.
If in my nation there was mass slavery, mass genocide, and horrific crime in general, I would be greatly concerned at the very mildest. "The world" has plenty of all of that, yet the citizens of it don't give one shit unless its in their nation.
The alternative citizen of the world is the one who wishes for a global dictatorship takeover. And that one's problems are self-evident.

For real it's what people say that have no identity.
