No, the tweet literally says he just approved the sale. US defense contractors are not allowed to sell weapons without government approval. So Biden gave approval, but the defense contractors are going to privately sell the weapons to Finland at full price, with profit.

R&D are sunk costs that are paid no matter what, and were already paid in the past long before Finland came shopping. Selling weapons to Finland means more profit for Raytheon which indirectly benefits the US taxpayer, since overall prices go down with scale. So the more weapons Raytheon sells to foreign countries, the cheaper future orders of those systems will be for the US.
This is why the F-35 price has dropped a huge amount. Foreign sales to a bunch of countries means large economies of scale and lower prices.
While I'm not sure of the wisdom of Finland joining Nato, they (like Poland) really do have a real threat in dealing with Russia, and they are probably less corrupt than both Poland or Ukraine.
