No, the tweet literally says he just approved the sale. US defense contractors are not allowed to sell weapons without government approval. So Biden gave approval, but the defense contractors are going to privately sell the weapons to Finland at full price, with profit.
"The Biden administration on Monday notified Congress that it has approved a $323.3 million arms sale to Finland" & "The administration approved the potential sale of 40 tactical missiles and 48 Joint Standoff Weapons, made by Raytheon, in addition to accompanying equipment, training and support, the State Department said in a release."
Finland will have to pay $323.3 million to Raytheon. The US taxpayer isn't paying for it. The only country we are giving free shit to is Ukraine.
But who paid to research & develop the weapons? American taxpayers.
Yes, because they were developed for American use.
Is Finland paying the research & development and are they paying full price? Or is the USA subsidizing Finland just like it does all of NATO?
R&D are sunk costs that are paid no matter what, and were already paid in the past long before Finland came shopping. Selling weapons to Finland means more profit for Raytheon which indirectly benefits the US taxpayer, since overall prices go down with scale. So the more weapons Raytheon sells to foreign countries, the cheaper future orders of those systems will be for the US.
This is why the F-35 price has dropped a huge amount. Foreign sales to a bunch of countries means large economies of scale and lower prices.

you're just lying.
America isn't buying anything, Raytheon is selling directly to Finland.
