My tinfoil hat conspiracy theory is they're trying to draw attention to anime and manga to distract the public from the actual pedophiles in the government and the elite class. Every single time one of these rich celebrity elites gets caught, they have CP, not lolis, not manga, not anime, CP, like actual CP.

It could also be that people turn to anime and manga because they're completely untouched by communists and those communists can't stand that none of their techniques work against the samurai.
