He shouldn't have run the poll in the first place. Part of the problem with social media is giving idiots too much sense of worth and power and then also giving them too much actual power. Bots and scripts can and will fuck up polls like this so should never be used for any forms of policy making or enforcement.
One of the only reasons anyone would ever attempt this is to shift the burden or responsibility to others by claiming the decision was made by said others. It's cowardly and a very weak approach to management that demonstrates decisions are made at the whims of the general public or worse a group who knows how to abuse and manipulate data.
Yeah Elon should have just made the decision himself (hell, he might have made that decision himself), but at the same time doing the poll lets him say "Hey the people want Trump back on twitter, who am I to argue with that?".
