It's the same pattern as every war. We fired on three german u-boats before Pearl Harbor. Even moving the pacific fleet to hawaii was seen as a massive provocation by many. Anything to provoke a 'fear bite' from the target we can use to justify total war.
We fired on the uboats because the Germans kept sinking ships with Americans on them
