With Starlink, they will have to make it illegal. If they are going to even look at seizing it, Elon can get make it crash (digitally and literally.)

He'll eventually fall in line with whatever they want because he wants Starship to get approvals and be a success. Once he's tucked away safely in his bunker under Olympus Mons on Mars, he'll consider crashing Starlink.
