I think I'd still qualify as reckless because I anticipate the outcome of such action to actually be a net negative. It's unlikely to be a thorough distribution and it gives the cathedral an enormous justification to expand its power, a justification the masses will readily accept without question. It also has the potential to destabilize society and there's no guarantee that when the dust settles we'll be in a better position, rather than just even deeper in an authoritarian hellhole.
Reckless vigilantism is the only way I see anyone ever get held accountable for this stuff. We do not live in a just society.
