We've seen it multiple times - banks freezing the Trucker Protest funds, payment processors refusing to to do business with people, Patreon and Paypal freezing "problematic" accounts, and more. It goes back to at least Obama's Operation Choke Point which began officially in 2013, and was being dreamed up as early as 2010 (though, I would be shocked if government officials were not trying to get it in place earlier than that).
