It's thinking too small anyways. Rich is merely the accumulation of money. Wealth is access to goods and services. The Senior Executive Service and top ranks of the GS scale aren't necessarily rich, but they do have on demand access to any good or service available in the US.
Instead of eating the rich, I want to expropriate the wealthy. That justifies seizing the assets and dismantling everything from the CDC to Harvard to Blackrock.

I can get behind that they're underpaid. Who are they attracting? A proper community would want teachers living in it, comfortably. What's that cost in SF?

People that want to pay enough for education that their kids get a good education go to private school. Especially in SF. The taxpayers don't really want to pay what it would cost to coddle every retard that wanders into the city. Not that throwing money at is a good solution.

The trust is already gone. There are people dependent on those institutions for their social position, and people who despise those institutions.
