Don't these groups have some kind of escort with them to make sure they don't get in trouble?
Nothing good can come from wandering around outside an urban Hampton Inn at 4am.
If you have to worry about being anywhere at a certain time then your community is not worth living in, let alone visiting.
Well yeah, but the only solution to this problem involves removing the 13% entirely from those communities. Which isn't going to happen, so people just pretend there isn't a problem.
They should have a curfew as well.
