We have a full upgrade HDTV with expensive tiered cable, plus home phone and internet in the package, it's expensive.
So I want to downgrade to just phone and internet with no TV, we're cutting expenses. The tv is the most expensive portion of our Comcast service.
How do I get the lowest price for just a stripped down service of internet + phone? I know Comcast is going to try to screw me out of as much money as possible.

Good luck with that. Back when I had cable, they had no interest in selling cheaper unbundled plans or even trying to keep customers. When I asked if there was anything more they could do they were like "Here are the packages we have available. Take it or leave it."

Oddly enough, I could usually shake a deal out of my cable company by threatening to cancel the service.
I always heard that Comcast was the worst at trying to cancel your account, like it could take up to 3 hours of them transferring you around and fucking with you to cancel your account; which is why they could avoid negotiations: they assumed that they could grind you down through a war of attrition and you'd be back with the same bill next month.
They used to say that you should say you're going to cancel your service so that you get forwarded to the retention department, which has more flexibility to make adjustments to your service and/or pricing in order to convince you to not cancel.
But who knows if that's still the case.
Might also be worth looking at the 5G home internet options that both Tmobile and Verizon have. Might be good enough for what you need if you're in the service area.
Have you looked into other internet/phone options? I suspect your best bet would be to find another service and leave Comcast all together. If you end up hating it Comcast will probably give you new customer promo pricing if you stay away long enough.
Are you currently under contract with them? If not you can always call and ask them what promotions they're offering at the moment. It'll involve signing a 2-3 year contract but if you're already with them and they offer you a deal why the heck not? Just tell then you want the most basic package and get a quote.
And it sounds like comcast don't have much competition where you live so that will gives you little to threaten them with. I've been with comcast for years and I always swore I'd leave the moment fiber comes to town and the moment AT&T lay fiber at my neighborhood Comcast has done everything short of giving me blowjobs to keep me as a customer. Still, doesn't hurt to threaten them with leaving or asking them to match your local competitors even if century one suck balls.
If you're a poor there's programs you can take advantage of. No shame in taking something you qualify for especially when it's your tax dollar anyways.
It's too bad you don't have other good internet options, but it still might be cheaper to do internet through Comcast and phone through something else. I like some of much cheaper options, personally. There are plenty of companies providing things in the $15-$40 a month range.
The only other high speed fiber in my area is Century one and they have a terrible reputation for service failures and shit customer service. My Comcast hasn't had an outage in years.
