Gay men, even hundreds of years ago, have always tended towards being effeminate to attract men. Typically, because there were so few gay men, they were basically trying to attract men who were attracted to women.
What has changed is the social privileges given to gay men, metrosexual men, and effeminate men; while also disincentivizing and spurning masculinity as a society. This has caused weaker willed men to start looking for social status as women, as gay, and as effeminate.
Very long hypothesis short: It makes sense for gay men to be attracted towards masculinity, but it also makes sense for gay men to display femininity in order to attract straight men, who are attracted to femininity.
What we are seeing gays complain about is a flood of feminine gays with no masculine gays to counter. And, we are seeing feminine gays in relationships with feminine gays. I argue this is because there is a significant swath of "gays" that are actually just straight men in a confused and degenerate environment.
These gays who do effeminate behavior feel no need to embody masculine traits because it is easier for them. It is all learned behavior. While a bit of it might be to what they feel can attract a man, most of it is to fit in with the groups they want to be a part of. Of those groups, most of those traits are from women, who developed it because no one ever disabused them of their irritating damn personality traits.
There are some things gay men can and will do that straight men won't (aside from gay sex/kissing) because there are no women who call them out as 'fags' like those same women would straight men. Men's learned behavior is heavily influenced by women and the need to impress/attract them. Even gay men feel the need to impress them.

No, not really. Gay men don't need to impress women. Most straight men act in response to being attracted to women and wanting their approval. That's pretty normal since they are heterosexual. There's not a social structure that needs to institutionalize them for that.
Moreover, the problem that straight men have is that they aren't socially instructed to gain the approval of women. They are so "snake-bitten" that there are tons of young men who have real drive or ambition in regards to women at all. So, in response, they don't really try to have that drive, they don't introspect very hard, they don't try to be strong & masculine, they don't try to be the provider, and they don't try to be the protector; all because they assumed women had already ejected them from the genetic lottery.
