Not having a standing army doesn't mean toothless. If an army is needed for some conflict, just put out a call to arms. If no one cares to take up arms, then that's it, conflict over before it starts. This potential danger is very scary to some, but it also means you don't get thrown in jail when refusing to participate in a useless foreign conflict.
I don't think the army should be treated as a welfare program. It creates an incentive to put the army to use when not necessary (that is, an incentive to create conflicts where there were none), because it's sucking up so much money.
I'd be fine with a "well-regulated militia" in each state, like the national guard, and then the states have offices to coordinate and train for joint responses. Something closer to NATO between the states. But they should work closely with the actual militia, you and me.
