Police has no idea what to do. They can't go after the perps because that would create "racist" statistics, and they can't ignore the victims because that would be LGBTWTFBBQ-phobic.

I, and presumably many Afghanis, would have preferred a non-rape option, but there was never one on the table, unfortunately.
