It's what came out of a schism on the Right about 30 years ago, when Preston Manning and his Reform Party (not to be confused with the American version) caused a vote-split, and then the whole thing collapsed and the Conservative Party rebranded itself as Reform refugees joined. The whole thing was about reforming the Senate, which never happened.
Manning and the Reform party were at the federal level though in the 1990s.
The Progressive Conservative brand existed at the Ontario provincial and federal levels prior to Preston Manning.
It's harder to label the current Doug Ford version of the party, as they have very little set ideology other than cronyism.
The last successful iteration of the brand existed with Mike Harris in the 1990s who branded themselves as fiscal conservatives willing to cut welfare payouts, fight teachers' unions and force changes to the governance structures of municipalities below them.
They survived for two terms but then got old and corrupt like all governments, then spent a good 15 years in the penalty box while the populace switched over to Liberal corruption for term after term.
