You're 100% correct. Gorbachev screwed over all of Europe by allowing the two Germanies to reunite. He could have kept his troops in the GDR in perpetuity and ensured that they remained separate.
On the bright side I'm hoping this will inspire Japan to finally do the same and change their constitution. There's plenty of people that want to, but Japanese are obsessed with public image and not looking like warmongers. If Germany goes first it gives them some cover.
If they rearmed and started taking a more active role in the region's security I can see that happening, especially if they become less confident in the willingness/ability of the US to defend them. They know full well that the Chinese want to wipe them off the face of the earth and I can see them teaming up with other countries in the region that have similar problems. Right now Japan has a China problem. They'll have an even bigger China problem if Winnie the Pooh manages to gobble up Taiwan, Korea, and Vietnam.
Frankly they should do another isolation period, though this time they would end up coming out more technologically advanced than the rest of the planet.
