Regarding the guy fined for "transporting refuse" having empty food wrappers in his car:

Although rarely enforced, I think every state I've lived in can fine you for not having a trash bag in your car- on the theory that you're more likely to litter if you don't have your own trash bag.

I think you misunderstood me.

I was saying that it's fucked up that they fined him for hauling trash without a license when most US states require you to do exactly what he did- maintain a small trash bag in your vehicle for personal trash.
