This guy had a bag, and nobody ever gets a ticket in the states for not having a trash bag in their car lol

I think you misunderstood me.

I was saying that it's fucked up that they fined him for hauling trash without a license when most US states require you to do exactly what he did- maintain a small trash bag in your vehicle for personal trash.
