He is trying to find a way for them to steal money from people simply holding. They already want to steal unrealized gains (money on investments that have gone up in value but haven't been sold to get that difference), so this is more 'poof Money!' from them.
And that’s how you kill investments and cause a depression. No reason for me to buy stocks if every year I have to pay out of pocket for their gains despite me not actually having that money.
