He is trying to find a way for them to steal money from people simply holding. They already want to steal unrealized gains (money on investments that have gone up in value but haven't been sold to get that difference), so this is more 'poof Money!' from them.
The last time they did that, they ordered everyone to turn in their gold because they were "hoarding" it from the economy.
