The purpose is to drum up support for the wars they want to happen but, as you note, do not currently exist.

Authoritarians want authority. Martial law is hard to justify w/o a war. (Though Trudeau managed it)

This is the justification for what will come later, even if it looks like the tail wagging the dog to those paying attention.
