That's a terrible thing though. This kind of "charity" from greater to lesser powers just a modern form of empire building and creating vassal states. The US does it too. Make it illegal and we'll find out how much support these superstates really have.
Ukraine would have first to exit an armed conflict to join NATO (and for which they would have to agree to separate with Crimea and Donbas, and any such government would instantly fall and there would be riots/revolution/war again).
