Yes. This is appropriate. The at-risk people and the sick people should be isolated. As we have done with every other sickness, ever.
The at-risk should be free to do as they will, with the ACCURATE knowledge of the risks involved.
If an at-risk person wishes to be at risk, that is their prerogative.
