Had to watch the video a bunch of times to confirm since everywhere is reporting he grabbed the gun from under the counter. But it sure as hell looks like he grabbed it from his waistband, that might be a real problem for him since there's no way a 14 kid has a concealed carry license. There's a chance he snuck it out from under the counter before the robber actually did anything, but I'm not sure where the legality of that stands if there was no imminent threat back then.
I don't know the nuances of the law in Philly, but generally there is nothing stopping someone of any age from carrying in any condition on private property as long as the property owner allows it.
This. He flings the rag he had in his hands and flaps his arms up and down near the counter as if unsure to start grappling with the guy. But I don't see him grab anything or have anything black in either hand when he steps away from the counter. Then he moves his shirt with his left hand and reaches down to his waistband with his right hand and fumbles something out and cocks the gun down at his waist before aiming.
[Edit] Correction, it wasn't a rag he throws down, looks like a pair of disposable gloves actually.

The fact that you need to pay the government to protect yourself really fucking says it all, doesn't it.
I hope someone got to him in time to told him "don't say nuthn and lawyer up"
Philly cops and DA are not your friends.
