For what it's worth, citizens have ever been resourceful in coming up with ways of subverting illegitimate govts, in spite of sanctions against them procuring weapons or other useful tools... a lil time with the ol' vpn and tor browser might give you a few ideas...

It's nice that you guys have such a neat and manageable "intelligence community." At last count the US government had near-on 40 seperate, declassified Intel agencies, and that's not counting tangential stuff like the DEA.
