That’s completely untrue, plenty of “protests” have been used as an excuse for revolution. These are coordinated and intentionally used for that purpose, not sporadic protests.
I think we might be thinking of different revolutions. On one hand, you're right. On the other hand, there's the Romanian Revolution in late 1989. Started as a protest, ended up with a hanged dictator. (Our American friends might add the Velvet Revolution in Czechoslovakia that happened a bit earlier, but I won't, because that was actually a huge clusterfuck and possibly orchestrated, or at least helped along, by the local secret police. However, the way it's usually talked about, it would fit as well.)
