A child who does not understand that the orange tip on a replica pistol is there to save your life is too young to be allowed to own a replica pistol. A child who does not understand that the appropriate response to a police officer telling you to put your hands in the air is not to draw your replica pistol modified to look like a deadly weapon is also too young to be allowed to own a replica pistol. Preventing the tragedy is simple: his parents needed to be parents, and not let him do something incredibly dangerous until he was old enough to manage the risk.
At no age would Rice have been sufficiently responsible to own any kind of weapon. That would never have stopped him. As far as I'm concerned, tragedy was averted.
