Let's say 6/12 because men generally commit crimes at a higher rate than women, then let's say 1/6 because most people are not felons and felons are also more likely to be repeat offenders. Even adding women back in, 1% is still too high, so it's really more <1% * commit 54% of murders.

Probably more like 6/54 (or maybe 3/54?) since it's primarily young black committing 54% of the crimes.
