Take it to court, might take years to resolve the legal issues.
Otherwise it's a compliance exercise where you convince some auditor who's never stepped foot in your facility before and is completely unfamiliar with your personnel and operation that you're complying with what their checklist says you need to comply with. So your job is to make sure they check the right boxes whether or not you're actually following the spirit of the regulations.
Same as any regulated industry. And having worked in others I can say that they're much better at convincing auditors that they're doing the "right" thing than they are at actually doing the "right" thing.
It's never stopped them before.
