If I were setting immigration policy, I would only let in those fleeing communist oppression. So with China for example, a Christian fleeing persecution or a Hongkonger who's a pro-democracy protestor would be let in, but a wealthy Chinese family who got rich off their family's ties to the CCP would not. In my personal experience with Cuban, Vietnamese and USSR emigres, they're all gigabased on their opinion of communism.
