Actually putting it in as a proposal at the legislature is the equivalent of happily waving a loaded gun at a crowd just because the safety's on. It's pretty unlikely to hurt anyone, but still demonstrates you're too irresponsible to be trusted with that power.

Consider it a 'dry run' to measure response from their constituents.

They'll play it off like satire but they are keeping a careful eye on how many are behind it, because that is the only way for them to determine just how far left they've pushed their base.

The Republicans control both houses of the Pennsylvania legislature, so if this shit goes anywhere it's on them just as much as the lunatic who filed it. I'll just leave this here as reminder for anyone who still has balls:
