Poland is fairly based. The urban poles are overly tolerant, but there are sufficiently large numbers of dissenters in the cities that it is balanced out, and it is still possible to say whatever the hell you want, wherever you want. Free speech is well and truly alive over here, though the government is too authoritarian and loves to propagandize. PiS (the ruling party) is actually a fascistic party--in the actual definition of the word, rather than the "I don't like them, therefore they are evil fascists" meaning. They are nationalistic and socialist, but at the same time, they haven't attempted to remove anybody's rights and dissent and protest are common and free.
The average city dweller is sort of like how most westerners were 20 years ago, with a wider spread of political opinion. There is too much immigration, but it hasn't reached catastrophic levels yet and the government regularly picks fights with the EU. The borders are strong, with an empowered border guard and fences.
All together, I rate Poland as a 7/10 on the based scale and am happy to live here.

That's fascism by textbook. Not every fascist government immediately turns to murder and mayhem when it gets power.

Nothing at all, and later the Italian Catholic armed resistance fought against it (and the German occupiers) after 1943 when the Germans also practically besieged Vatican. It was also not conservative, in the least, it was an explicitly revolutionary movement founded by a former Marxist journalist. Its core was the anti-capitalist economic system of corporatism, where everything was "for the state by the state", unlike in Poland where the companies are private and often foreign, and the country is an integral part of the global capitalist system. Poland is also not imperialistic or colonialistic or even just warlike which was the foundation of the Fascist foreign policy (to restore the Roman Empire). The party has no militia. There is nothing from Mussolini's thoughts being used in Poland in any way.
Barely any from outside of Europe, expect the Vietnamese. Yesterday I was in the very center of Katowice (the biggest city of all Silesia) inside and around the central railway station and its big mall and I saw the total of 3 blax in the crowds and I was actually looking around at people. While in my nearby town of almost 100,000 there is/was 1 black family (English teacher and his son that I used to play Quake with in an internet café joint last century), 1 Arab that I know about (actually a surgeon), a Viet restaurant, and some Chinx trading their shit. Nothing like in the neighbouring Sweden and Germany.
City center dwellers of Kraków or Warszawa aren't a majority of "urban poles" in their own cities. Kraków worker districts in particular are well known for being infested by members of Kibole and Dresiarze/Blokersi subcultures who are dumb thugs with just zero tolerance for anything but their fellow hooligan gang members. Like for example when I was attending anime and SF cons in Kraków the so-called "local fauna" was always a problem for attendees outside and sometimes even inside the con places, even while the attendees themselves were very often of far right variety kind, just not also retarded.
I can't speak for Kraków, because I live in Łódź. It's an artists city and the presence of the Seba's and Dresiarze is not notable. Even out in Bałuty, Teofilów or Widzew, things are generally very peaceful (though a little grungy) and the resident chłopi miasta mind their own business and focus on getting their next małpka.
