You're assigning way more competence to these people than they have.
There's just no way they could prevent a whistle-blower leaking this whole thing. The plan is far too large for it to work in the first place.
They say that about literally every conspiracy theory, yet some of them come true anyway.
The ones that end up being true are ones like MK-Ultra, a small team in the CIA running unethical, but small scale, experiments.
Or, you know, the Manhattan project. Tens of thousands and not a peep.
