Why would an Asian-American actor be ok to voice a Japanese character? Would a third generation half-Filipino be better at voicing a Japanese high school student?

How does this make sense, why do they keep lumping cultures together.

This. Only japanese and whites should voice because 98% of characters in anime are white or asian.
